What is Memphis 3.0?

Memphis 3.0 is a collaboration between the public, government, community groups, neighborhood associations, business community, artists, and more.  For the first time in four decades, a strategic plan has been developed to outline a new direction for Memphis – intended to create a City of great neighborhoods and opportunity for the residents that live in them. By anchoring growth around the City’s core and areas of high activity, while connecting these spaces to each other, the City can improve the quality of life for all residents. Memphis 3.0 includes strategies for enhancing land use, transportation, environment, city systems, growth and prosperity, neighborhoods, and civic capacity.

Memphis 3.0 identifies 71 anchor areas as “nurture anchors,” which typically do not have sufficient market-led activity to drive desired change, and 30 “accelerate anchors” with greater potential for private investment, but in need of public support. The MINC CDC service area is in the Lamar McClean anchor.

How MINC CDC will Utilize the Memphis 3.0 Plan

Per the Memphis 3.0 Comprehensive Plan:

Community-Based Organizations Community organizations can use the plan to advocate for the recommendations in the plan framework, including the land use plan, the plan elements, and the district priorities. Community organizations will be key partners in implementing many of the recommendations in the district priorities.

The Memphis 3.0 plan has recognized the fact that the Core City anchor does not have sufficient market-led activity to drive desired change.  As a community based organization we will serve as a conduit for the infomation outlined in the plan. We will meet with residents and community leaders to collaborate in effort to implement best practices for neighborhood revitalization. 

The Lamar & McLean anchor is in a residential neighborhood with small commercial businesses and restaurants. Southern Avenue and the railroad are to the south of the anchor. The neighborhood has some vacant homes and businesses that are an opportunity for rehabilitation and reuse to preserve the design character. The image below illustrates open green spaces at the anchor and green space along the railroad that will provide a buffer. Improvements to and along Lamar Avenue include landscaped medians, street trees, and protected bike lanes which will provide better connections and safer conditions for pedestrians and bicyclists.
